Electrical Codes
North Carolina Electrical Code, 2008 Edition, references the 2008 National Electrical Code, effective June 1, 2008.

  • The anticipated adoption date of the 2008 NC Electrical Code and the 2009 NC State Building Codes is March 11, 2008. The proposed effective date for the 2008 NC Electrical Code is June 1, 2008.
  • The proposed effective date for the 2009 NC State Building Codes is January 1, 2009.

Licensing: Electrical Inspectors/Services
Electrical installations are inspected by municipal and county electrical inspection departments; all municipal and county electrical inspectors must be certified by the North Carolina Code Officials Qualification Board.

Electrical installations in state-owned buildings are inspected by the North Carolina Department of Insurance, Engineering and Building Codes Division

Licensing requirements:
Building, electrical, mechanical, plumbing, and fire prevention inspectors who enforce the State Building Codes must be certified by the Qualification Board. These inspectors must have either a probationary, a limited, or a standard inspection certificate issued by the Board. These certificates are restricted by the level (Level I, II, or III) which governs the size, height, and occupancy use that an inspector may inspect.

The NC Code Officials Qualification Board certifies city and county inspectors who enforce the NC State Building Code. Inspection certificates are issued in the following areas: Building, Electrical, Fire Prevention, Mechanical, and Plumbing. Each certificate is further subdivided into one of three levels: Level I, II, and III.

Building, electrical, mechanical, and plumbing inspectors

Building, electrical, mechanical, and plumbing inspectors are restricted to a maximum number of stories and square feet in a building generally as follows:

Level I: any single family dwelling and one story commercial buildings not exceeding a maximum floor area depending on the occupancy classification.

Level II: buildings from two to four stories not exceeding a maximum floor area depending on the occupancy classification.

Level III: any building in the State.

   
Requirements:

The pre-qualification program allows an applicant interested in becoming employed as a city or county inspector to take the Standard Inspection courses and the State examination prior to becoming employed as a code enforcement official. However, the applicant must meet at least one of the experience requirements listed in the Board’s Rules and Regulations. A PQ applicant is not required to start at Level I, but to start at Level II or III, the applicant must document increased levels of education, licenses, and experience.

PQ applicants must complete an "Application for Standard Certificate" and return it with a $20.00 application fee. If the applicant meets the education or experience requirements, he or she must then complete community college courses in the certificate area and level. Applicants must also complete the "Law and Administration" course.

After the courses have been completed, the applicant may register for the State examination. The names of successful applicants will be presented to the NC Code Officials Qualification Board at its quarterly meeting. A letter will be mailed to each applicant stating that he or she has met the requirements for Pre-Qualification. Upon employment as a code enforcement official, a Standard Certificate will be mailed to the applicant.

 
 
   
 

CE Requirements
(a) To be eligible to renew a certificate, whether active standard or active limited, a Code Enforcement Official (CEO) shall have completed the requisite number of credit hours by June 30, 2007, and each June 30 thereafter.

(b) A credit hour is 60 minutes of class contact course instruction or 60 minutes of distance learning time.

(c) A CEO with an active limited certificate must complete six hours of continuing education courses per renewal year in each technical area for which the limited certificate is valid. A CEO with an active standard certificate must complete six hours of continuing education courses per renewal year for each standard certificate. A CEO with a limited and a standard certificate valid for the same technical area must complete only six hours for that technical area.

(d) A CEO with only a probationary certificate and no standard or limited certificate is not required to complete any continuing education courses.

(e) If a course exceeds the number of credit hours specified for renewal of a technical area certificate, the excess credit hours may be carried forward into the following renewal year of that technical area certificate. The number of carry over credit hours may not exceed six.

(f) Within 180 days prior to or subsequent to the effective date of a new edition of the Building Code, each CEO must complete Building Code coursework offered by the Engineering and Building Codes Division of the Department of Insurance, or offered by a course sponsor approved in accordance with 11 NCAC 08 .0718. In order to meet this requirement, the CEO must complete two credit hours of coursework in each area in which that CEO holds certificates. The coursework shall address Code changes appearing in the new edition of the Code. The credit hours received for completion of this coursework shall be credited towards the continuing education requirements for a CEO. Any additional credit hours of coursework taken may be applied towards the continuing education requirement for that renewal year or towards carry-over credit subject to the limitations of Paragraph (e) of this Rule.

Licensing requirements:
There are 10 different classifications of electrical contracting licenses.  Each license has a specific scope and limitation of work allowed.  The Limited (L), Intermediate (I), and Unlimited (U) classifications allow a licensee to perform residential, commercial and industrial work. The Residential dwelling license (SP-SFD) permits electrical contracting projects pertaining to single-family detached residential dwellings.  There are also six (6) special restricted electrical contracting classifications which allow only a limited phase of electrical contracting work:  Low Voltage (SP-LV), Elevator (SP-EL), Plumbing, Heating, and Air Conditioning (SP-PH), Groundwater pump (SP-WP), Electric Sign (SP-ES), Swimming Pool (SP-SP).

Limited (L) Electrical Contracting License
The Limited (L) classification allows a licensee to perform residential, commercial and industrial work.
